# DMV Panel

> How clerks issue, edit, suspend, and revoke licences, vehicles, and DMV records

The DMV panel is the clerk desk for licences, vehicle registrations, and DMV records. Civilians do not use this panel to renew their own documents. They renew in [DMV Hub](/CAD/User/civilian#dmv-hub) on the Civilian panel.

Clerks open the **DMV** tile from the CAD homepage. The desk joins on its own. There is no unit to pick, and the tile has no radio button.

The tile only appears for members whose rank includes **DMV panel**. That permission is assigned on an **Other** department. See [CAD permissions](/CAD/Admin/members#cad-permissions).

    ### Licences

    | Tab | What it lists |

    | Suspended | Licences that are currently suspended |
    | Expired | Licences past their expiration |
    | Revoked | Licences that have been revoked |

    Each tab shows the 25 latest matches. **Open Licence** searches by name or licence number and opens that licence even if it is not on the list. **Refresh** reloads the card.

    ### Vehicles / registrations

    **Open Vehicle** searches for a vehicle and opens its registration. **Refresh** reloads the card.

    Opening a licence uses the same editor Law uses for points and status, with one difference: **Linked Records** replaces View Linked Civilian.

    | Action | What it does |
    | - | - |
    | Points history | Remove selected demerit entries from the total. The history row stays |
    | Add points | Add demerit points by hand. This can hit the template's max-points action |
    | Suspend | Suspend for a number of RP days, with a reason. End an active suspension from the same window |
    | Status | Set the licence to active, or revoke it. A revoked licence stays unusable until it is restored |

    Opening a vehicle registration lets the clerk revoke or restore that registration.

    **Linked Records** opens the civilian who owns the document, every licence, vehicle, and DMV record on that civilian, and other records linked to this licence or this vehicle. Agency-restricted records that the clerk cannot see are left out.

    **New Record** lists licence templates, vehicle templates, and DMV record templates. A clerk with **DMV panel** can create any of them for any civilian.

    **My Records** lists licences, vehicles, and DMV records that clerk has created.

    **Run** and **Lookup** work the same way they do on other panels.

    ### Who can create what

    | Civilian, template has **DMV-only creation** | Nothing from that template |
    | DMV clerk | Licences, vehicles, and DMV records for any civilian, including DMV-only templates |

    Civilians edit and delete only documents tied to a character they own. Clerks edit and delete any of them. Name and date of birth on a civilian's own licence, vehicle, or DMV record stay locked to that character.

    Law can still suspend a licence with the police suspend permission. Revoking or restoring a vehicle registration is DMV only.

  <Tab title="Expiration and renewal">
    Licence and vehicle templates set how long a document lasts and what renewal costs, in RP days. Civilians renew those in [DMV Hub](/CAD/User/civilian#dmv-hub). If the template has **Block renewal for unpaid tickets**, an unpaid ticket linked to that document stops renewal until it is paid in [Court Hub](/CAD/User/civilian#court-hub).

    A DMV record template can set the same expiration and renewal cost. **0** means the record does not expire. Older DMV records with no expiration saved also do not expire. DMV Hub does not list those records. It lists licences and vehicle registrations.
